- Follow the Windows 11 install process until you get the Sign in screen
- Hit Shift + F10. A command prompt appears.
- Enter start ms-cxh:localonly at the command prompt.
A “Create a user for this PC” dialog window appears. - Enter a local username and password.
- Complete the installation process
